  This tool is contained in the Package:
  IBMTOOLS.EXE Self-Extracting Zip file.
  This will expand into four separate files:
    IBMJCL.BIN, IBMLOAD.BIN, IBMCNTL.BIN

  The VOLREUSE job reads SMF 14, 15, 21, and 30 records to determine
  volume reuse activity.  A report is produced showing the number of MBs
  created each hour and what percent of that activity was never read again
  during the analysis interval.  A dsname filter list can be generated to
  identify the data sets to be marked as immediately eligible for flushing
  from the TVC.
