The Restart Schedule exit, URS2, is called by the Restart Scheduler, CTKO,
just before reaching 1052 state.

Programming Considerations
- Control must be returned to CTKO so that restart will complete.
- URS2 is called only in the BSS. If you need to perform restart on a
function in another subsystem, URS2 must be coded to change the DBI in the ECB
and to invoke user restart segments using the CROSC macro.
