Prerequisites:

Symptom:
  SST Web connection parts do not properly handle
  the "%" character.  Our code contains logic to convert
  the 2 characters following a "%" from hexadecimal into
  ASCII.  The SST Web server seems to do this automatically,
  so we errantly convert literal "%" into a bogus character.
