REFINST.EXE contains a fix to allow a successful installation of VisualAge V3.0a
(Refresh) on a Windows 95 or NT system.   This solves a problem with
decrypting source files "on-the-fly".  Typical symptom is an "Unexpected error
copying source file xxxxxx, rc=5011."  The error usually starts with abt.exe but
can include other encrypted files as well.

REFINST.EXE is a self-extracting file that contains a readme file with
installation instructions.
