The problem seems to be that the $early_late_divider (mountcritlocal) is flaged with nojail, and therefore skiped by rcorder. Only afterwords as no divider is present, /etc/rc assumes that all the scripts are early scripts, and therefore skipped. (All the early scripts are supposed to be started by then).
