The Call for Feedback: Board of Trustees elections is now open and will close on 7 February 2022. 

With this Call for Feedback, the Movement Strategy and Governance team is taking a different approach. This approach incorporates community feedback from 2021. Instead of leading with proposals, the Call is framed around key questions from the Board of Trustees. The key questions came from the feedback about the 2021 Board of Trustees election. The intention is to inspire collective conversation and collaborative proposal development about these key questions.

Hello all,

We'd like to provide an update on the work on the Enforcement Guidelines for the Universal Code of Conduct.  After the conclusion of the community vote on the guidelines in March, the [[m:Special:MyLanguage/Wikimedia Foundation Community Affairs Committee|Community Affairs committee (CAC)]] of the Board [https://lists.wikimedia.org/hyperkitty/list/wikimedia-l@lists.wikimedia.org/thread/JAYQN3NYKCHQHONMUONYTI6WRKZFQNSC/ asked that several areas of the guidelines be reviewed for improvements] before the Board does its final review. These areas were identified based on community discussions and comments provided during the vote. The CAC also requested review of the controversial Note in 3.1 of the UCoC itself.

Once more, a big thank you to all who voted, especially to all who left constructive feedback and comments!  The project team is working with the Board to establish a timeline for this work, and will communicate this next month. 

Members of the two prior [[m:Special:MyLanguage/Universal Code of Conduct/Drafting committee|UCoC Drafting Committees]] have generously offered their time to help shape improvements to the Guidelines. You can read more about them and their work [[m:Special:MyLanguage/Universal Code of Conduct/Drafting committee#Revisions_Committee|here]], as well as read [[m:Special:MyLanguage/Universal_Code_of_Conduct/Drafting_committee/Phase_2_meeting_summaries#2022|summaries of their weekly meetings in 2022]]. 

Wikimedians have provided many valuable comments together with the vote and in other conversations. Given the size and diversity of the Wikimedia community, there are even more voices out there who can give ideas on how to improve the enforcement guidelines and add even more valuable ideas to the process. To help the Revisions committee identify improvements, input on several questions for the committee’s review is requested. An Election Compass is a tool to help voters select the candidates that best align with their beliefs and views. The community members will propose statements for the candidates to answer using a Lickert scale (agree/neutral/disagree). The candidates’ answers to the statements will be loaded into the Election Compass tool. Voters will use the tool by entering in their answer to the statements (agree/disagree/neutral). The results will show the candidates that best align with the voter’s beliefs and views.

* July 21 - 22: Elections Committee reviews statements for clarity and removes off-topic statements

The Call for Feedback: Board of Trustees elections is now open and will close on 7 February 2022. 

With this Call for Feedback, the Movement Strategy and Governance team is taking a different approach. This approach incorporates community feedback from 2021. Instead of leading with proposals, the Call is framed around key questions from the Board of Trustees. The key questions came from the feedback about the 2021 Board of Trustees election. The revised guidelines were published 24 January 2022 as a proposed way to apply the policy across the movement. The Movement Strategy and Governance team of the Wikimedia Foundation would like to invite you to the next event about &quot;Regional and Thematic Hubs&quot;. The Wikimedia Movement is in the process of understanding what Regional and Thematic Hubs should be. Over the last weeks we conducted about 16 interviews with groups working on establishing a Hub in their context ([[m:Special:MyLanguage/Hubs/Dialogue|see Hubs Dialogue]]). These interviews informed a report that will serve as a foundation for discussion on March 12. The report is planned to be published on March 9.

We'd like to provide an update on the work on the Enforcement Guidelines for the Universal Code of Conduct.  After the conclusion of the community vote on the guidelines in March, the [[m:Special:MyLanguage/Wikimedia Foundation Community Affairs Committee|Community Affairs committee (CAC)]] of the Board [https://lists.wikimedia.org/hyperkitty/list/wikimedia-l@lists.wikimedia.org/thread/JAYQN3NYKCHQHONMUONYTI6WRKZFQNSC/ asked that several areas of the guidelines be reviewed for improvements] before the Board does its final review. These areas were identified based on community discussions and comments provided during the vote. The CAC also requested review of the controversial Note in 3.1 of the UCoC itself.

Once more, a big thank you to all who voted, especially to all who left constructive feedback and comments!  The project team is working with the Board to establish a timeline for this work, and will communicate this next month. 

Members of the two prior [[m:Special:MyLanguage/Universal Code of Conduct/Drafting committee|UCoC Drafting Committees]] have generously offered their time to help shape improvements to the Guidelines. Given the size and diversity of the Wikimedia community, there are even more voices out there who can give ideas on how to improve the enforcement guidelines and add even more valuable ideas to the process. To help the Revisions committee identify improvements, input on several questions for the committee’s review is requested. Community members in the [[m:Special:MyLanguage/Wikimedia Foundation elections/2022|2022 Board of Trustees election]] are invited to [[m:Special:MyLanguage/Wikimedia_Foundation_elections/2022/Community_Voting/Election_Compass|propose statements to use in the Election Compass.]]

An Election Compass is a tool to help voters select the candidates that best align with their beliefs and views. The community members will propose statements for the candidates to answer using a Lickert scale (agree/neutral/disagree). The candidates’ answers to the statements will be loaded into the Election Compass tool. Voters will use the tool by entering in their answer to the statements (agree/disagree/neutral). The results will show the candidates that best align with the voter’s beliefs and views.

* July 8 - 20: Community members propose statements for the Election Compass
* July 21 - 22: Elections Committee reviews statements for clarity and removes off-topic statements

You can vote for the statements you would like to see included in the Election Compass on Meta-wiki.

An Election Compass is a tool to help voters select the candidates that best align with their beliefs and views. The community members will propose statements for the candidates to answer using a Lickert scale (agree/neutral/disagree). The candidates’ answers to the statements will be loaded into the Election Compass tool. Voters will use the tool by entering in their answer to the statements (agree/disagree/neutral). The results will show the candidates that best align with the voter’s beliefs and views.

Here is the timeline for the Election Compass:

Joseph Vella Bondin twieled il-Ħamrun fit-28 ta’ Diċembru 1934. Missieru Karmenu, imwieled il-Qala, kien suldat fil-First Coast Regiment Royal Malta Artillery, reġiment regulari Ingliż magħmul minn suldati Maltin iffurmat fi tmiem is-seklu dsatax. Ommu, Melita Bondin, mill-Ħamrun, kienet mara tad-dar li rabbiet b’għożża familja ta’ tmien ulied. Wara li ħa l-edukazzjoni bikrija tiegħu fl-iskola primarja tal-Ħamrun u fil-Liċeo daħal St. Michael’s Training College biex jikkwalifika bħala għalliem fid-Dipartiment tal-Edukazzjoni.

Vella Bondin hu l-ewwel mużikologu Malti li kiseb rikonoxximent internazzjonali għall-ħidma tiegħu favur il-mużika klassika Maltija. Ir-riċerka pijuniera u metikoluża tiegħu kienet strumentali biex jagħtiha forma u sustanza waqt li l-pubblikazzjonijiet kruċjali u numerużi tiegħu għenu biex jagħtuha rikonoxximent sew nazzjonali u sew internazzjonali. 


Xandar spiss fuq stazzjonijiet lokali u s-sensiela tiegħu ta’ tlettax-il programm dwar il-mużika folkloristika ta’ Malta miktuba għar-Radju Bronja fl-1998 kellha verżjonijiet imxandra wkoll fuq il-''Voice of the Mediterranean'' u Radju ''ZZZ'' tal-Awstralja. Serje oħra dwar tlettax-il kompożitur Malti għall-istazzjon ''Voice of the Mediterranean'' ixxandret fl-2003. Vella Bondin, li hu wkoll membru tal-Akkademja tal-Malti, inħatar membru tal-Kumitat tat-Tmexxija tat-Teatru Manoel bejn 1996-1998 u kiteb il-ktejjeb tal-programm għall-erbatax-il kunċert u opera li dehru fl-istaġun teatrali 1997-98. It-tema predominanti li tinħass fil-kitbiet oriġinali ta’ Vella Bondin tidher li hi s-solitudini umana li jqisha l-istat pivitali ta’ kull individwu maħluq. Huma l-attentati, xi kultant iddisprati, jekk mhux ukoll makabri, li jagħmel persuna biex jegħleb dan l-istat, biex toħloq interazzjoni soċjali u nutrittiva ma’ bnedmin oħra, li jirriżultaw fil-kunflitti li jiffurmaw il-bażi u n-narrattiva tal-kreattività tiegħu. Stilistikament, hu jħallat il-kunċett tar-realiżmu ma’ aspetti tat-teatru tal-krudiltà u tal-assurd. Ripetutament juża siltiet mużikali bħala kumment provokanti fuq in-narrattiva u l-karattri. Sadattant, l-uniku rumanz li għandu, proviżjonalment intitulat ''Bħal Dawl ix-Xefaq'', għadu mhux ippubblikat. Kien kitbu taħt l-ispinta ta’ konkors għal kitba ta’ rumanzi mniedi mir-Rediffusion fl-1960. Ma ħa l-ebda premju għax, kif tawh x’nifhem, kien wisq ‘stramb’ għaż-żminijiet li fihom inkiteb.

L-'''antikresi''' hija kuntratt li bih il-kreditur jakkwista l-jedd li jdaħħal il-frottijiet tal-immobbli tad-debitur tiegħu, bl-obbligu li kull sena jaqta' dawn il-frottijiet mill-imgħaxijiet, jekk ikollu jeħodhom, u mbagħad mill-kapital tal-kreditu tiegħu.

==Fil-Liġi Maltija==
Il-kuntratt tal-antikresi hu rregolat mill-Artikoli 1987 sa 1993 tal-Kodiċi Ċivili ta' Malta.

==Karatteristiċi formali tal-antikresi==
L-antikresi ma tistax issir ħlief bil-miktub. Antikresi li saret b'att pubbliku qabel it-28 ta' Frar, 1961, għal żmien ta' iktar minn tletin sena, titqies li hi bejgħ, kemm-il darba l-imsemmi att pubbliku jiġi insinwat fir-Reġistru Pubbliku bħala trasferiment b'titolu ta' bejgħ. Din l-insinwa tista' ssir f'kull żmien mill-kreditur jew minn kull min jikseb il-jedd mingħand il-kreditur.

==Responsabbiltà tal-kreditur== 
Il-kreditur hu obbligat, meta ma jkunx hemm ftehim xort'oħra, iħallas iċ-ċnus u piżijiet oħra li għalihom ikun suġġett l-immobbli li jkun għandu b'antikresi. Hu għandu wkoll jaħseb biex iżomm l-immobbli fi stat tajjeb u biex jagħmel fih it-tiswijiet meħtieġa. Dawn l-ispejjeż kollha jitnaqqsu qabelxejn mill-frottijiet.

==Il-qagħda tad-debitur== 
Id-debitur ma jistax, qabel ma jħallas id-dejn għalkollox, jerġa' jidħol fit-tgawdija tal-immobbli li jkun ta b'antikresi. Iżda, il-kreditur li jkun irid jeħles mill-obbligi tal-ħlasijiet imsemmijin, jista' dejjem iġiegħel lid-debitur jieħu lura t-tgawdija tal-immobbli, kemm-il darba ma jkunx irrinunzja għal dan il-jedd. 

==Il-proprjetà tal-immobbli ma tgħaddix għand il-kreditur==
Il-kreditur ma jsirx sid l-immobbli bin-nuqqas biss tal-ħlas fiż-żmien miftiehem; u kull patt kuntrarju huwa null. Fin-nuqqas ta' ħlas, il-kreditur jista' jaġixxi għall-bejgħ tal-fond fl-irkant bil-qorti, skont id-dispożizzjonijiet tal-Kodiċi ta'Organizzazzjoni u Proċedura Ċivili.

==Tpaċija tal-frottijiet bl-imgħaxijiet== 
Il-partijiet jistgħu jiftiehmu li l-frottijiet jitpaċew bl-imgħaxijiet, f'kollox jew f'parti, ukoll jekk b'hekk jinqabżu l-imgħaxijiet miftiehma, basta li b'daqshekk l-imgħaxijiet ma jiġux jaqbżu t-tmienja fil-mija (8 %) fis-sena.

==Applikabbiltà ta' dispożizzjonijiet dwar ir-rahan== 
L-antikresi tista' tingħata minn terza persuna għad-debitur.

==Jeddijiet tat-terzi fuq l-immobbli mogħti b'antikresi== 
Xejn minn dan kollu ma hu ta' ħsara għall-jeddijiet li t-terzi jistgħu jkollhom fuq l-immobbli mogħti b'antikresi. Jekk il-kreditur li jkun iżomm l-immobbli b'antikresi, ikollu, apparti mill-antikresi, jedd ta' privileġġ jew ta' ipoteka li jkun iseħħ skont il-liġi fuq dak l-immobbli, hu jista' jeżerċita dan il-jedd ta' privileġġ jew ta' ipoteka fil-grad li jkun imissu u bħal kull kreditur ieħor.
