Διαβάζοντας το αυτό το [https://diff.wikimedia.org/2021/07/15/opportunities-to-improve-integration-between-wikisource-and-wikidata/ άρθρο], σκέφτηκα μερικές ιδέες για το πως μπορεί να συνεργαστεί το εγχείρημα της ελληνικής Βικιθήκης με τα Wikidata. Ξεκινώντας από τα Ημερολόγια του Σκόκου τα οποία μεταγράφω στην ελληνική Βικιθήκη, σκέφτηκα να περάσω τα στοιχεία των περιοδικών, όσο και των άρθρων τους, στα Wikidata. Όμως η σχέση αυτή δεν πρόκειται να είναι μονόπλευρη, μιας και τα στοιχεία που υπάρχουν εκεί θα μπορούν να χρησιμοποιούνται και εδώ σε κεφαλίδες αλλά και σελίδες συγγραφέων. Μπορούμε για παράδειγμα σε μία σελίδα συγγραφέα να λαμβάνουμε αυτόματα τη λίστα με τα έργα τους που υπάρχουν στη Βικιθήκη, εφόσον κάποιος χρήστης ενημερώσει ή δημιουργήσει τα αντίστοιχα αντικείμενα. Ακόμη, όσον αφορά περιοδικές εκδόσεις με διαφορετικούς συγγραφείς ένα συχνό πρόβλημα είναι τα πνευματικά δικαιώματα εκάστου εξ αυτών. Έτσι υπάρχουν άρθρα ή έργα συγγραφέων που παραλείπονται από τη Βικιθήκη, μιας και τα έργα προστατεύονται ακόμη ή η κατάσταση προστασίας τους είναι άγνωστη. Δίνω το ακόλουθο παράδειγμα: [[Εθνικόν Ημερολόγιον του Έτους 1891/Η Μακρίνα]]. Στην κεφαλίδα υπάρχει κόκκινος σύνδεσμος, μιας και το έργο ''Τ’ αρωματικὰ σφαιρίδια'' έχει γραφεί από τον [[w:Γρηγόριος Ξενόπουλος|Γρηγόριο Ξενόπουλο]], του οποίου τα έργα βρίσκονται ακόμη υπό καθεστώς προστασίας. Δημιουργώντας με διασύνδεση από τα Wikidata μπορούμε να δημιουργήσουμε ένα αντικείμενο εκεί όπου θα περιγράφονται τα στοιχεία του έργου ώστε ο χρήστης να μην εκπλήσσεται αντικρίζοντας έναν κόκκινο σύνδεσμο. Πάντοτε όμως με την ανάλογη σήμανση στην εδώ κεφαλίδα ώστε να γνωρίζει πως κατευθύνεται σε άλλο εγχείρημα. Οι αστικές εταιρίες μη κερδοσκοπικού χαρακτήρα του άρθρου 267 του Κ.Δ.Κ., στις οποίες συμμετέχουν περισσότεροι δήμοι ή και άλλοι φορείς, συνεχίζουν να λειτουργούν ως έχουν, μέχρι τη λήξη του χρόνου που προβλέπεται στη συστατική τους πράξη. Κατ’ εξαίρεση, η διάρκεια των αστικών εταιριών Ο.Τ.Α. μη κερδοσκοπικού χαρακτήρα της παραγράφου αυτής, οι οποίες διαχειρίζονται Ευρωπαϊκά Προγράμματα, παρατείνεται σε κάθε περίπτωση μέχρι τη λήξη των προγραμμάτων αυτών. 2. Υφιστάμενες διαδημοτικές ή αμιγείς επιχειρήσεις του π.δ. 410/1995, στις οποίες είχε ανατεθεί σύμφωνα με το καταστατικό τους η παροχή υπηρεσιών για την καθαριότητα των κοινόχρηστων χώρων και η αποκομιδή των απορριμμάτων, λύονται υποχρεωτικά μέσα σε προθεσμία δύο (2) μηνών από την εγκατάσταση των νέων δημοτικών αρχών και τίθενται υπό εκκαθάριση. Οι δραστηριότητες που ασκούσαν περιέρχονται στον οικείο δήμο. Το προσωπικό με σχέση εργασίας ιδιωτικού δικαίου αορίστου χρόνου των ανωτέρω επιχειρήσεων μεταφέρεται στον οικείο δήμο με την ίδια σχέση εργασίας και κατατάσσεται σε προσωποπαγείς θέσεις της ίδιας εκπαιδευτικής βαθμίδας και αντίστοιχης ή παρεμφερούς ειδικότητας. Από την κατάταξή του το μεταφερόμενο προσωπικό υπάγεται στο υπηρεσιακό και μισθολογικό καθεστώς που ισχύει για το αντίστοιχο προσωπικό του δήμου. Η πράξη κατάταξης του προσωπικού εκδίδεται από το αρμόδιο για το διορισμό όργανο και δημοσιεύεται στην Εφημερίδα της Κυβερνήσεως. Ο χρόνος υπηρεσίας του προσωπικού αυτού λαμβάνεται υπόψη για όλες τις μισθολογικές και κοινωνικοασφαλιστικές συνέπειες. Συμβάσεις μίσθωσης έργου και εργασίας ορισμένου χρόνου που έχουν συναφθεί από τις ανωτέρω επιχειρήσεις συνεχίζονται από τον οικείο δήμο μέχρι τη λήξη τους. Οι ρυθμίσεις της παραγράφου αυτής εφαρμόζονται και σε δημοτικές επιχειρήσεις οποιασδήποτε μορφής κατά το μέρος που οι σκοποί τους περιλαμβάνουν και την παροχή υπηρεσιών καθαριότητας. 3. Τυχόν υφιστάμενες αμιγείς επιχειρήσεις τηλεθέρμανσης του άρθρου 277 του πδ. 410/1995 δύνανται είτε να συγχωνευθούν με υφιστάμενες Δημοτικές Επιχειρήσεις Ύδρευσης Αποχέτευσης (Δ.Ε.Υ.Α) είτε να συνεχίσουν να λειτουργούν με ειδικό σκοπό την τηλεθέρμανση, διεπόμενες από τις διατάξεις του ν.1069/1980. Η προσαρμογή του καταστατικού τους γίνεται με απόφαση του δημοτικού συμβουλίου, η οποία λαμβάνεται με την απόλυτη πλειοψηφία του συνόλου των μελών του, εφαρμοζομένων αναλογικά των διατάξεων του άρθρου 109 του παρόντος. 4. Με απόφαση του αρμόδιου προς διορισμό οργάνου μπορεί υπάλληλοι του δήμου να αποσπώνται σε δημοτική ανώνυμη εταιρεία του άρθρου 266 του Κ.Δ.Κ. του οικείου δήμου, προς κάλυψη λειτουργικών αναγκών, για ένα (1) έτος, με δυνατότητα ετήσιας παράτασης. {{c|'''Άρθρο 112'''}} {{c|'''Ειδικές ρυθμίσεις'''}} 1. Συγχρηματοδοτούμενα από την Ευρωπαϊκή Ένωση προγράμματα, που υλοποιούνται από τα συγχωνευόμενα νομικά πρόσωπα και επιχειρήσεις, συνεχίζουν να υλοποιούνται από το νέο νομικό πρόσωπο ή την επιχείρηση που προκύπτει από τη συγχώνευση, τα οποία θεωρούνται καθολικός διάδοχος ως προς τις υποχρεώσεις και τα δικαιώματα που απορρέουν από τα προγράμματα αυτά. Στις υποχρεώσεις και στα δικαιώματα αυτά συμπεριλαμβάνονται όσες απορρέουν από συμβάσεις έργου μέχρι τη λήξη τους. Οι συμβάσεις του προσωπικού ορισμένου χρόνου που απασχολείται στο πλαίσιο των προγραμμάτων αυτών, ανανεώνονται από το νομικό πρόσωπο ή την επιχείρηση που προκύπτει, ως διάδοχο σχήμα, σύμφωνα με τις διατάξεις της παρ. 3 του άρθρου 21 του ν. 2190/1994, όπως ισχύει. 2. Εκλογικό δικαίωμα έχουν οι δημότες εκλογείς των δήμων της οικείας περιφέρειας. Το κώλυμα αυτό ισχύει για την επόμενη της έκπτωσης περιφερειακή περίοδο. 3. Δεν μπορούν να εκλεγούν ή να είναι περιφερειάρχες, αντιπεριφερειάρχες ή περιφερειακοί σύμβουλοι: α. Όποιοι συνδέονται με την περιφέρεια ή τα νομικά.της πρόσωπα, με συμβάσεις προμήθειας, εκτέλεσης περιφερειακού έργου, παροχής υπηρεσιών, παραχώρησης δικαιώματος εκμετάλλευσης περιφερειακού έργου ή περιφερειακής υπηρεσίας με αντικείμενο αξίας πάνω από πέντε χιλιάδες (5.000) ευρώ ετησίως. β. Γενικοί διευθυντές, πρόεδροι και μέλη διοικητικών συμβουλίων, διευθύνοντες ή εντεταλμένοι σύμβουλοι, διαχειριστές, μέτοχοι και εταίροι κεφαλαιουχικών εταιρειών, που έχουν συμβληθεί με την περιφέρεια, εφόσον το ποσοστό συμμετοχής τους στις εταιρείες υπερβαίνει το πέντε τοις εκατό (5%) του συνολικού κεφαλαίου της εταιρείας, καθώς και εταίροι προσωπικών εταιρειών και κοινοπρακτούντα πρόσωπα, που έχουν συμβληθεί με την περιφέρεια, εφόσον συντρέχουν οι προϋποθέσεις της προηγούμενης περίπτωσης. Αν περιφέρεια συμμετέχει με οποιονδήποτε τρόπο στην επιχείρηση που συμβάλλεται, δεν υπάρχει ασυμβίβαστο για τους αιρετούς της περιφέρειας που μετέχουν στη διοίκηση δημοσίων επιχειρήσεων, καθώς και περιφερειακών επιχειρήσεων. 4. Η ιδιότητα του περιφερειάρχη ή του αντιπεριφερειάρχη ή οποιουδήποτε άλλου αιρετού αξιώματος σε όργανα της Τοπικής Αυτοδιοίκησης δεύτερου βαθμού δεν αποτελεί λόγο ασυμβίβαστου ή αναστολής άσκησης του λειτουργήματός τους, με την επιφύλαξη του άρθρου 119 για: α) τους δικηγόρους και συμβολαιογράφους, β) τα μέλη Διδακτικού Ερευνητικού Προσωπικού (Δ.Ε.Π.) των Ανωτάτων Εκπαιδευτικών Ιδρυμάτων (Α.Ε.Ι.), τα μέλη Επιστημονικού Προσωπικού των Τεχνολογικών Εκπαιδευτικών Ιδρυμάτων (Τ.Ε.Ι.) και το ειδικό διδακτικό και επιστημονικό προσωπικό τους. 5. Δεν αποτελεί ασυμβίβαστο η σύναψη σύμβασης αγοράς ακινήτων της περιφέρειας, εφόσον η εκποίηση έχει γίνει ύστερα από πλειοδοτική δημοπρασία. 6. Δεν αποτελούν κώλυμα ή ασυμβίβαστο η ιδιότητα μέλους της διοίκησης και η ιδιότητα του υπαλλήλου δημοσίων επιχειρήσεων και οργανισμών κοινής ωφέλειας, που συνδέονται με την περιφέρεια με σύμβαση, που είναι σχετική με το αντικείμενο της δραστηριότητάς τους. 7. Το κώλυμα που προβλέπεται στις περιπτώσεις α΄ έως και γ΄ της παραγράφου 1 παύει να υπάρχει, αν τα πρόσωπα στα οποία συντρέχει, παραιτηθούν από τη θέση τους πριν από την ημέρα της ανακήρυξης των υποψηφίων. Η παραίτηση επιδίδεται με δικαστικό επιμελητή στον Πρόεδρο Εφετών, ο οποίος την υποβάλλει αμέσως στην αρχή που είναι αρμόδια να την αποδεχθεί. Η παραίτηση θεωρείται ότι γίνεται δεκτή από την επίδοσή της και δεν ανακαλείται. Εξακολουθούν να ισχύουν ειδικές διατάξεις που απαγορεύουν την υποβολή ή την αποδοχή της παραίτησης των προσώπων, που προβλέπει η παράγραφος 1 ή που περιορίζουν το δικαίωμά τους να παραιτηθούν ή την αρμοδιότητα της αρχής να αποδεχθεί την παραίτησή τους. Τα πρόσωπα της περίπτωσης α΄ της παραγράφου 1 που παραιτήθηκαν πρέπει επιπροσθέτως να μην έχουν υπηρετήσει στην περιφέρεια, όπου θα υποβάλουν υποψηφιότητα μέσα στους είκοσι τέσσερις (24) μήνες, πριν από την ημερομηνία ανακήρυξης των υποψηφίων. Το πρώτο εδάφιο της παρούσας δεν ισχύει για τους θρησκευτικούς λειτουργούς. 8. Περιφερειάρχες, αντιπεριφερειάρχες περιφερειακών ενοτήτων ή περιφερειακοί σύμβουλοι που αποδέχονται οποιοδήποτε από τα καθήκοντα ή τα έργα που συνιστούν ασυμβίβαστο ή αποκτούν δημοτικότητα δήμου, εκτός της περιφέρειας στην οποία εξελέγησαν, εκπίπτουν, αυτοδικαίως, από το αξίωμά τους. Το Διοικητικό Εφετείο, στην περιφέρεια του οποίου υπάγεται η οικεία περιφέρεια, με απόφασή του διαπιστώνει την ύπαρξη του ασυμβιβάστου και την έκπτωση από το αξίωμα, εφόσον υποβληθεί σχετική ένσταση από τα αναφερόμενα, στο άρθρο 147 του παρόντος, πρόσωπα. Κατά της απόφασης με την οποία διαπιστώνεται το ασυμβίβαστο χωρεί αίτηση αναίρεσης ενώπιον του Συμβουλίου της Επικρατείας, σύμφωνα με τα οριζόμενα στο άρθρο 152 του παρόντος. 9. Υποψηφιότητα και στους δύο βαθμούς Τοπικής Αυτοδιοίκησης δεν επιτρέπεται. 10. Σύμπτωση στο ίδιο πρόσωπο της ιδιότητας αιρετού του πρώτου βαθμού Τοπικής Αυτοδιοίκησης και του δεύτερου βαθμού Τοπικής Αυτοδιοίκησης αποκλείεται. 11. Για τις περιφερειακές εκλογές του Νοεμβρίου του 2010 και για τη διανυόμενη περιφερειακή περίοδο ισχύουν τα κωλύματα και τα ασυμβίβαστα του άρθρου 21 του π.δ. 30/1996 (ΦΕΚ 21 Α΄), όπως ισχύει, κατ’ αντιστοιχία προς τις υφιστάμενες Νομαρχιακές Αυτοδιοικήσεις και τα Νομαρχιακά Διαμερίσματα. {{c|'''Άρθρο 118'''}} {{c|'''Ασυμβίβαστο εξαιτίας οφειλών'''}} 1. Η εκλογή του περιφερειάρχη, των αντιπεριφερειαρχών περιφερειακών ενοτήτων και των μελών του περιφερειακού συμβουλίου γίνεται κατά συνδυασμούς. Υποψηφιότητες εκτός συνδυασμών αποκλείονται. 2. Κάθε συνδυασμός περιλαμβάνει: α) Έναν υποψήφιο περιφερειάρχη. β) Τους υποψηφίους αντιπεριφερειάρχες σε αριθμό ίσο με τον αριθμό των περιφερειακών ενοτήτων. Επιτρέπεται να χρησιμοποιηθεί πέραν του κυρίου ονόματος του υποψηφίου και υποκοριστικό αυτού, εφόσον με αυτό είναι ευρύτερα γνωστός. Στην περίπτωση αυτή, το υποκοριστικό ακολουθεί το κύριο όνομα και τίθεται σε παρένθεση. Η δήλωση του συνδυασμού επιδίδεται από τον υποψήφιο περιφερειάρχη ή με δικαστικό επιμελητή, ύστερα από παραγγελία του υποψήφιου περιφερειάρχη, είκοσι (20) τουλάχιστον ημέρες πριν από την ημέρα της ψηφοφορίας, στον πρόεδρο του αρμόδιου πολυμελούς πρωτοδικείου. Στη δήλωση αυτή επισυνάπτονται τα στοιχεία που προβλέπει η παράγραφος 1, καθώς και γραπτή αποδοχή των προσώπων που προτείνονται. Το πολυμελές πρωτοδικείο της έδρας της περιφέρειας και το Πρωτοδικείο Αθηνών στην περιφέρεια Αττικής είναι αρμόδια και για τις ενέργειες που ορίζονται στα άρθρα 122, 123, 138, 141, 142, 143, 144, 145 και 146 του παρόντος νόμου. 8. Συμπλήρωση του συνδυασμού επιτρέπεται να γίνει μέχρι τη λήξη της εικοσαήμερης προθεσμίας, που απαιτείται για την επίδοση της δήλωσης του συνδυασμού στο αρμόδιο δικαστήριο και μόνο προκειμένου να συμπληρωθεί ο συνδυασμός, έως τον επιτρεπόμενο αριθμό υποψήφιων συμβούλων. Σε περίπτωση παραίτησης ή θανάτου υποψήφιου περιφερειάρχη ή αντιπεριφερειάρχη περιφερειακής ενότητας, τη θέση του στο συνδυασμό μπορεί να καταλάβει είτε νέος υποψήφιος είτε ένας από τους υποψήφιους συμβούλους του συνδυασμού, ύστερα από δήλωση της πλειοψηφίας των υποψηφίων. Στη δήλωση επισυνάπτονται τα στοιχεία που ορίζονται στο άρθρο 121, καθώς και η γραπτή αποδοχή του προσώπου που προτείνεται. Το αρμόδιο δικαστήριο ανακηρύσσει αμέσως τον νέο υποψήφιο. Τη θέση υποψήφιου περιφερειάρχη ή αντιπεριφερειάρχη περιφερειακής ενότητας σε περίπτωση μη αντικατάστασής του καταλαμβάνει όποιος σύμβουλος του επιτυχόντος συνδυασμού λάβει τους περισσότερους σταυρούς προτίμησης. 3. Υποψήφιος σύμβουλος που παραιτήθηκε ή απεβίωσε επιτρέπεται να αντικατασταθεί με δήλωση του υποψήφιου περιφερειάρχη ακόμη και αν έχει περάσει η προθεσμία της παραγράφου 5 του άρθρου 121. Στη δήλωση επισυνάπτονται τα στοιχεία που ορίζουν οι παράγραφοι 1 και 2 του άρθρου 121, καθώς και η γραπτή αποδοχή του προσώπου που προτείνεται. Το αρμόδιο δικαστήριο ανακηρύσσει αμέσως τον νέο υποψήφιο. 4. Κάθε συνδυασμός έχει δικαίωμα να διορίζει πληρεξούσιο με συμβολαιογραφική δήλωση του υποψήφιου περιφερειάρχη.
