3.0 Forward Server is a hypercard stack that will allow a network manager to forward all mail from one server to another. The network manager will set up corresponding accounts on a new server and then use the stack to forward mail from the old server to the new server. All mail is truly forwarded from the old account to the new account so it appears that the mail has been sent by the user themself. This should only be used for mail 3.0 servers. Network Managers with 3.1 servers can have users download all their mail to local folders and then re-upload the messages to their new account.
