Mail tools 3.1 is the same version of Mail Tools that ships with version 3.1 of Microsoft Mail.  It can be useful when rebuilding a Mail 3.0 data file as it will remove any queued gateway mail.  Mail Tools 3.0 will not remove queued mail.
