WinInfo.exe is designed to provide certain important information about
windows to the user.  WinInfo will provide window title, class and screen
co-ordinates of both a window directly under the mouse pointer and
the main parent window that may own the window under the mouse.

Wininfo.exe is provided to assist international users of Command Post 
in acertaining proper patches to allow Command Post to operate with
non-English versions of Windows.

WinInfo.exe is also provided to users of Applets.  Applet users can use
WinInfo.exe to determine parent window titles for the window control
commands (HIDE, SHOW, ZOOM, ICONIZE) and both the parent window title and
the screen co-ordinates for the PLACE command.
